The USA and Japan are the only two countries in the world that tax you on worldwide income. My brother in law who is British works in Saudi makes 100k a year and pays NO tax there or in the UK where he lives like a king.

Look at there great brain drain in the UK in the 1960's doctors, lawyers, scientists, pop stars an actors fled the country in droves because of taxes as high as 98%. If you punish the rich you will only be left with the poor.
